How to Read a Plumbing Quote: Quote vs Estimate and What to Look For
A plumbing quote is only useful if you understand what it's telling you. Two quotes for the same Auckland bathroom can look completely different on paper, and the cheaper-looking one isn't always the better deal. This guide explains the difference between a quote and an estimate, what a clear plumbing quote should include, and what to ask before you accept.
In short: an estimate is a best guess and the final bill can differ, while a quote is a fixed price that shouldn't change unless you agree to extra work. A good quote is written, itemised, and clear about what's included and what isn't.

Quote vs estimate: they're not the same
According to Consumer Protection NZ's guide to quotes and estimates, an estimate is an approximate cost based on the provider's experience, and the final bill can differ from it. A quote is a fixed-price offer, and the price shouldn't go up unless you agree to extra work or a change in scope.
That's why small maintenance jobs are usually charged by the hour, while bigger work like a renovation or a new drainage run is quoted up front. When the scope is clear, a fixed quote gives you certainty. When the scope can't be known until the walls are opened or the ground is dug, an honest tradie will tell you that and explain how any changes will be handled.
What a good plumbing quote should include
Consumer Protection and the Master Plumbers' advice on setting yourself up for success both point to the same basics. A useful quote is written and itemised, and it covers:
Scope of work: exactly what's being done, and where.
Materials and fixtures: what's supplied, by whom, and the brand or quality where it matters.
Labour: how it's charged, either as a fixed amount or at an hourly rate.
Timeframe: when the work's expected to start and finish.
GST and extras: whether GST is included, and any travel or call-out charges.
Exclusions: what's not included, like tiling, making good, painting or consent fees.
How to compare plumbing quotes fairly
The Master Plumbers suggest giving every business the same written scope, so you're comparing like with like. Without that, one quote might include a fixture or some making good that another leaves out, and the price difference comes down to what's missing, not better value.
Consumer Protection also suggests asking about a business's experience with similar work, checking whether they belong to a trade association with a dispute process, and asking for references from past clients. For plumbing and drainage, you can check the person's licence on the PGDB register too.
Questions worth asking before you say yes
Is this a fixed quote or an estimate?
What happens if the scope changes, and will you check with me before the price moves?
Does the job need a building consent, and who's applying for it?
Is a deposit needed? Consumer Protection notes the law doesn't require one, and says that if one's asked for, it shouldn't be more than 10% of the total cost.
What's excluded, and who's looking after tiling, painting and making good?
If I supply my own fixtures, how does that change the quote and the warranty?
What if the final bill is higher than the quote?
Start with a calm conversation with the business and ask them to explain the difference against the written quote. Consumer Protection says that if a bill is a lot higher than an estimate or quote, you can also go to a dispute scheme or the Disputes Tribunal, or report misleading conduct to the Commerce Commission. Keeping all your paperwork makes any of those steps easier.
Frequently asked questions
How many plumbing quotes should I get?
Consumer Protection suggests at least three for bigger jobs, and being upfront with each business that you're comparing. The Master Plumbers suggest two to three written quotes.
Why do some plumbers charge for a quote?
Putting together an accurate quote takes time, and the Master Plumbers note that some businesses charge for it. We offer free quotes for most work, with site visits for bigger jobs like bathrooms and kitchens.
Can a quote change once the work has started?
Only if the scope changes and you've agreed to it. If something changes on our jobs, we'll talk it through with you and adjust the quote before going ahead.
